My brother and I manufacture our own photo pcbs and it is not as difficult as it may seem at first. You will need a saw, a UV lightbox to expose, some chemicals to develop & etch and finally a drillingmachine.

Update: As an alternative to solder lacquer we are now using SUR-TIN from Bungard. It consist of three chemicals which you mix with water and use to chemically tin your finished pcb, after removing the remaining photolacquer off the pcb.
